In April 2025, Chile and Spain signed a pioneering agreement between ChileValora and the Spanish Ministry of Education, aiming to enable the mutual recognition of labour competencies acquired through work experience or informal training. The agreement seeks to enhance employability and labour mobility between the two nations.

This move follows recent reforms in both countries: Spain introduced a permanent accreditation process via Royal Decree 86/2025, while Chile strengthened its certification system through Law No. 21,643, enhancing ChileValora’s role.

Key benefits of the agreement include:

• Bilateral recognition of labour certifications

• Promotion of lifelong learning

• Improvement of standards and evaluation procedures

Bilateral technical committees will be established to implement the agreement and coordinate joint actions. Educational institutions, businesses, and trade unions will also play a role in its application.

In the construction sector, the agreement complements initiatives such as ‘Women Can Build LatAm’, which promotes the inclusion of women in the industry by recognising skills gained through work experience—creating new job opportunities in a traditionally male-dominated field.
